Joel Kaplan is Chief Global Affairs Officer at Meta. He joined the company in 2011 after a distinguished career in public service. Kaplan served in the White House as Deputy Chief of Staff for Policy under President George W. Bush, where he was responsible for the development and implementation of the Administration’s policy agenda, and prior to that as the Deputy Director of the Office of Management and Budget and as Special Assistant to the President for Policy.

Kaplan served for four years as an Artillery Officer in the United States Marine Corps. He began his professional career as a law clerk for Fourth Circuit Court of Appeals Judge J. Michael Luttig and later for Supreme Court Justice Antonin Scalia. He holds a B.A. in government from Harvard College and J.D. from Harvard Law School.
